(I should know - I have a reputation for being able to squeeze so much out of a penny that it screams)   Making a list works because it keeps you from being distracted with everything that is bright and shiny online or at the store.  That way you buy just what you actually need.

#2. Watch the sellers ratings.

This is important... at a site like ebay, reputation is everything. It is super important that you watch the sellers ratings. This is the key to learning whether you are buying junk, or something really great that will meet your needs.
